National Evidence Based Interventions guidance
The national Evidence Based Interventions (EBI) programme is an initiative led by the Academy of Medical Royal Colleges to improve the quality of care.
Created by both doctors and patients it is designed to reduce the number of medical or surgical interventions as well as some other tests and treatments which the evidence tells us are inappropriate for some patients in some circumstances. The guidance aims to both improve outcomes and free up valuable resources so that they can be put to better use elsewhere in the NHS.
Where there is no local policy the application of the national Evidence Based Interventions (EBI) guidance is a minimum requirement and therefore Gloucestershire ICB expects clinicians to follow the national EBI guidance where no local commissioning policy has been published. Where a local commissioning policy is available this takes precedence and should be followed in place of the EBI guidance. Local Commissioning Policies
NHS Gloucestershire clinical policies take account of national guidance and evidence-based best practice.
Treatments which are identified on the Effective Clinical Commissioning Policies List as being of Low Priority (INNF) will not normally be funded by the CCG unless exceptionality has been established and agreed via the ICB Individual Funding Request (IFR) route – please submit a completed IFR application form to glicb.ifr@nhs.net.
Applications will only be accepted from clinicians or other health care professionals involved in the care of the patient. The ICB does not accept applications from patients or their non-clinical representatives.
In instances where Gloucestershire ICB has set clinical thresholds for treatment (CBA), these must be met in full in order for treatment to be funded by the Commissioners (but prior approval is not required). Where prior approval (PA) is indicated, prior approval must be obtained from the ICB.
